H.R. 9925, known as the FRONTIER Act (Frontier Risk Oversight, National Transparency, Independent Evaluation, and Reporting Act), was introduced in the 119th Congress on July 23, 2026.
Sponsored by Rep. Jay Obernolte (R-CA) and Rep. Lori Trahan (D-MA), the bill establishes a national, risk-based federal oversight framework for the development and deployment of frontier artificial intelligence AI models.
Congress Wants to Permanently Ban State AI Safety Laws with the FRONTIER Act
This is Republican Congressman Jay Obernolte from California. Because I follow the money, Jay has been funded by a billionaire AI super PAC called Leading the Future. They’ve raised over $100 million to organize political support and elect pro-innovation congress candidates at scale, which really just means they donate to candidates that they can control and who will do what they say to protect them. Now Jay is doing exactly that.
Jay Obernolte H.R.9925 – FRONTIER Act Prohibiting States Laws AGAINST AI Safety
Congressman Obernolte just introduced a federal law called the FRONTIER AI Act. We’re literally on page 73 of the bill. It says, “No state or political subdivision of a state may adopt or enforce any law, regulation, order, or other requirement that imposes new substantive obligations on artificial intelligence AI developers.” This would federally ban current AI safety laws that states have put in place to protect us from AI.
Independent Verification Organizations IVO Granted Complete Immunity
Worse than that, it also makes clear by the FRONTIER Act federal law that independent verification organizations, or what they call IVOs, which are the third party organizations that are supposed to make sure that AI companies are following all the AI safety laws protocols, they are actually granted complete immunity. The law by congress literally says, in general, an IVO shall be immune from lawsuit and liability under federal and state law with respect. Meaning, if they reviewed the AI and determined that it was safe, but then something catastrophic happened, like the death of 50 people or more than $1 billion in damage, nobody can sue them.
Exception in the FRONTIER Act Bill
I know the bot farms are already programmed to try to defend this bullshit in the comment section, watch them say, but there’s an exception. The FRONTIER Act federal law does say that there’s an exception. The sole exception to the immunity from lawsuit and liability, though, is of death and serious physical injury. Even then, the law then cuts up the exception saying that the plaintiff or the person suing shall have the burden of proving by clear and convincing evidence willful misconduct by the IBO and that such willful misconduct caused a death or serious physical injury. This makes it impossible and the burden of proof overwhelming enough that it makes it hard for anyone to be held accountable for AI safety laws mistakes.
